Protesting creating Peace?

When people violently or disruptively destroy the normal peace by protesting for what they believe is equality, or freedom, then they are hurting society rather than helping it. Doctorow's answer to this question of "does disrupting normal society by protest benefit society in the end?" is yes, it does. He uses Marcus to become abnormal, protest agaisnt what was "normal" and thus save San Francisco. However, I believe he is wrong to say that abnormalities can "save" the normal people. They just create a hinderance for the majority of society. Doctorow says that the minority or abnormal, when fighting for what they believe in, can save or help all of society.
